The challenge
2.8 million pupils in grades 1–4. In TIMSS 2023, 69% of Uzbekistan’s fourth-graders reach the low benchmark in mathematics (international median: 91%); in PIRLS 2021 reading, 70% do (median: 94%).
The solution
UCHI.UZ adapts Uchi.ru, Russia’s largest online school platform, for Uzbekistan: in Uzbek and Russian, following the national curriculum. The demo shows how it works: uchi.riseclass.ru
A proven model
Uchi.ru in Russia: 15 million active pupils and 909,000 teachers (2025). Free for schools and funded by family subscriptions: revenue of RUB 4.2 bn (≈ $50M) with a 25% net margin.
The proposal
A pilot in the second half of the 2026/27 school year: 20 schools, about 5,000 pupils. Free for schools and teachers, with a control group and an independent evaluation.

Join PISA’s top 30
The Concept for developing public education until 2030 (Decree PF-5712) aims for a place among the top 30 countries in PISA. The 2022–2026 National Programme (Decree PF-134) sets 30th place as the target.
Results at age 15 are built in grades 1–4: daily practice in maths and reading.
National curriculum
Launched in August 2026 with UNICEF; more than 1,300 textbooks and teaching aids by 2027; 110,000 primary teachers have been retrained.
UCHI.UZ content follows the curriculum topics and is reviewed by the Ministry’s methodologists.
Digital learning
“Digital Uzbekistan – 2030” (Decree PF-6079); the 2026 budget allocates UZS 250 bn to computer classrooms and UZS 100 bn to interactive whiteboards.
The platform runs on whiteboards, computers and phones — building on investments already made.

Short, regular practice delivers measurable learning gains
Uzbekistan: a Ministry and UNICEF pilot
Eduten platform, 17 schools in Tashkent, 1,046 grade 5 pupils: gain in maths skills over 12 weeks.
Russia: a randomised controlled trial
343 schools, about 6,000 grade 3 pupils: 45 minutes a week of computer-based tasks improves maths; doubling the time adds no further effect.
India: the Mindspark adaptive platform
Randomised trial: maths gains in 4.5 months; language +0.23 SD. The World Bank rates teaching at the child’s level as a “good buy”.
Uchi.ru: the Kursk region
3,591 pupils in 85 schools (2021/22): the share of correct answers grew more than in the control group (9.7% vs 5.8%).

Child and data safety — by law and by default
- Parental consent to processing a child’s data — under Article 21 of the Law “On Personal Data” (ZRU-547).
- Minimal data: name, grade and school. No biometrics, no advertising.
- Data storage under the new wording of Article 27-1 (ZRU-1125 of 26.03.2026); for a government project we are ready to host pupils’ data on servers in Uzbekistan.
- A parental check before any purchase — as on Uchi.ru.
- Content is reviewed by the Ministry’s methodologists.
